Need help with Tetris (1989 Atari original cab)

So one day the kids tell me the the Tetris machine won't work. Here are the Symptoms:

-Marquee goes on.
-I tested the power supply and confirmed +5V. (was actually 4.98 and I adjusted to 5.00)
-The monitor is on as I can see the orange glow. However, there is no picture displayed.
-The monitor is humming super loud. Far louder than before.
-I see two LEDs light up on the game PCB.
-I can't play a game. I tried to start a game and there is no sound or display.
-I noticed the ground was loose on the power supply, so I tightened it. Things still did not work.
-I also tried to re-seat all the connectors (no change)
-I'm thinking of re-capping the monitor, but I am guessing at this point.
-I'm a bit new to arcade machines (I know pinball, not arcades). What would the systematic approach be at this case. Should I test monitor voltages?

Just as an update I tested all voltage at the power supply. -5VDC was reading -13.5V.

Subsequently ordered a new power supply. I'm thinking now that the loos ground connection caused the power supply to fail. Hopefully this fixes things.
