You may not get far without schematics. If you want to keep tinkering, I would suggest spending an evening and read the following: http://www.pinrepair.com/em/ (I don't work on EM's but maybe something like a lockout coil/tilt is stuck on causing the issue?)

Working Bally Hot Doggin' machine for sale. I picked up this game last year with the intent of gutting it and using the parts for another project. The transformer was melted and the original rectifier was a mess. A few weeks back I revisited the game, thinking that it would better if I tried...

Need to find a GORF one of these days. Many quarters spent on that game.

Well worth the visit if you are nearby. Great cross selection of games from all era's with a lot of uncommon titles.
