Of the games I've owned or played enough of to make a judgement, I would say Bally EIGHT BALL and Williams HIGH SPEED fall into the time-frame you described. Both are fun for noobs but still have some challenge. Eight Ball is quite a bit more challenging IMO though.

I think, even in the earliest machines there was always a level of control. I have a 1937 Bally Booster (pre-flipper) and, if I can get the ball in the perfect spot between 2 springs and my nudging timing is bang on, I can keep it trapped there...
