    A bit of an update. My PS's 5v gave me a solid 5v with no load, but when I took a reading from the board it was 4.3v. So I turned up the pot until I hit 5v. The board now reacted mostly as it should. Now I realize there isn't 5v getting to the CPU at all. So now I've got to follow things back...

    Here's one of the more curious finds: Conjoined fuses, pulled out of F12. I'm still not sure why someone would need to do this, especially becuase they appear to be fuses with different values.
