fluorescent light starter

I am in need of a new starter for one of my pins with a fluorescent bulb behind translite. The original tube was 18 watts, but I was only able to find a 17 watt locally. The starter is a fs-25 25 watt, and is no longer working. I took an old one from cabinet in the garage fs-2 and it gets the bulb lit, but glows a solid orange for a second or so on startup, not sure I like that, or if its normal.Canadian tire stocks an fs-2 and an fs-4. Any idea on which one is safe?
