Funhouse ramp diverter...always diverting

My Funhouse ramp diverter is always sending the ball to the left shooter lane for the steps.

I test the coil and it fires which seems to push the diverter to open the steps outlane and it stays there.

I lifted the playfield and manually can move the little arm underneath to get the diverter to move.

How is this supposed to work? It seems once the coil fires it stays in that position. How freely should the plunger assmebly move?

If the coil fires and sticks, then it's probably a mechanical problem like magnetized parts or a spring catching somewhere.

Just throwing out ideas.
