If you don't have a dremmel, and a router is the only option. Then I'd make a templates of the original plastic outta thicker material like good 3/8" plywood, and then use the flush trim bit like you said. Sand edges, polish and your done.

That's a nice D&D. The topper is worth almost $500. I've seen them on pinside before, quite the topic. Their tough to find. I really enjoyed D&D. I was sad to have it go, and feel that i never had enough time with it. If you ever sell it keep me in mind.
