Sound PCB will not cause any extra issues if it has bad caps. The worst thing that can happen is the sound PCB will not work at all, so no biggie. As Monkeybug mentioned, the transformer will be fine. Did you replace the small rectifer PCB along with all the other PCB's? That is the "heart"...

You can always go up in voltage on a cap without any issues, as long as it fits physically. Where it's only a 50V difference you should be fine. D

When you power the game on, do the displays come up with scores and credits etc? In your pic the lights are on but the displays are out... if the displays are not lighting up then the game is not booting. If the game is not booting, pop the head open and check to see if any of the LED's are...

What you are experiencing with the Bally targets is what we call "bricking", and it's an unfortunate problem that is inherent to the design. It's been a hot topic for EVER, and there really isn't much you can do about it. (at least not that I'm aware of) D
